Does this new temp data analysis show that sceptics were correct that 1998 is still the warmest year on record?

In that report, Goddard claims 2011 will be one of the cooler years in recent memory. If it isn't, and say about like 2010, which was essentially tied with 1998 as the warmest year in the instrumental period, can we conclude that Goddard is an idiot?
