How should i ask a guy out?

well a lot of people think that this one guy likes me and some think that he doesn't....and everyone i know thinks that we would be a cute couple and everything like that...so of coarse i like him and he knows that too and now since the year has gone by he has been staring and talking to me more plus in our art class he threw a color pencil at me and blamed it on another person....and he always says hi to me and my friends when he passes by us...also when he laughs he always looks at me and turns red and when im away from my work he always looks at it..and he looks at me when i laugh too....so should i even ask him out? see if he will ask me out? or does he even like me?
