Guys don't seem interested? (Please help)?

I know this question has been asked a million times but oh well.... I am a 16 year old girl who has never had a boyfriend, or been asked out. I am about 5'2" I am exactly 100lbs, I am black, I love video games, I am confident, I like art, I am quiet sometimes but I can be outgoing, I am nice to everyone (even people who are mean to me) and I like rock music. I dress pretty reserved but not like a nun.I have seen plenty guys check me out and flirt (guys my age and older), but it never goes any further. There was a guy I liked who was checking me out and flirting, but it turned out he was only doing it to make fun of me. I HAVE tried to initiate conversations with guys I am interested in, and they seem interested (they look me in the eyes and smile and laugh at things I say that are funny) and some guys even say "wow I didn't know that you like (type of music/ video games)." These guys NEVER talk to me again unless I come say something first. A guy friend told me I was cute and that is as far as a guy has ever gone. I do get nervous around guys sometimes, but if a random guy walks into the classroom, I could easily start talking to him.I gave myself a makeover a while back (and the only thing that changed was that people were a lot nicer to me-girls who hate me stopped being mean/started being nice.) I mean, I know all kinds of people at my school with boyfriends: popular, unpopular, really mean people, smart girls (even the mean ones), quiet girls... Is it just not my time or what? Please give mature answers..
